Burma Resumes Peace Talks with Kachin Rebels Burma`s government has started a new round of talks with ethnic Kachin rebels who are fighting for greater autonomy and political rights in their resource-rich northern region bordering China. The top government negotiator said Tuesday that the talks, if successful, could lead to a comprehensive cease-fire agreement with all ethnic rebel groups in a month or two. The talks with the Kachin Independence Organization are expected to last three days. They will take place for the first time in the Kachin state capital of Myitkyina. Previous rounds of negotiations had been held across the border in China. Fighting erupted in Kachin in June 2011, ending a cease-fire that had been in place since 1994 and displacing more than 100,000 people. Since independence in 1948, Burma, also known as Myanmar, has faced rebellions from a number of minority groups seeking autonomy.
