                Dutch Probe to Release MH17 Crash Report Tuesday

   An investigative panel into the crash of Malaysia Airlines flight MH17
   over Ukraine is due to make its report Tuesday, but there may be no
   absolute determination of who fired a missile believed to have struck
   the plane during its flight.

   The Dutch-led investigation is expected to explain how the crash is
   believed to have occurred, but not who is to blame for the firing of
   the missile. Four other nations with citizens on the doomed plane --
   Australia, Belgium, Malaysia, and Ukraine -- participated in the probe.

   Dutch newspaper De Volkskrant cited three sources in a Monday report
   saying the probe concluded that a Russian-made Buk missile was fired
   from territory controlled by pro-Russian rebels in eastern Ukraine.

   Russia is expected to release a separate report on Tuesday.

   The crash on July 17, 2014, killed all 298 people on board, most of
   them Dutch citizens on a flight from Amsterdam to Kuala Lumpur.

   The report is expected to address four questions: what caused the
   crash; why the aircraft was flying over rebel-held territory in
   Ukraine, which is seen as a "conflict region;" why families of the
   victims had to wait several days to find out whether their loved ones
   were on the plane; and whether the passengers and crew were aware of
   the impending crash in their final moments.

   The investigators are also expected to show parts of the aircraft
   collected from the crash site, in an effort to reconstruct the damaged
   plane.
