Tokyo Voters Choosing New Leadership for City by VOA News Voters in Japan's capital are going to the polls Sunday to pick a new leader for the scandal-plagued city as it prepares to host the 2020 Olympics Games. A record 21 candidates are running to become the governor of Tokyo. The office became vacant when the last governor resigned because of a financial scandal. The leading candidates are former defense minister Yuriko Koike, former internal affairs minister Hiroya Masuda and journalist Shuntaro Torigoe. '' Koike and Masuda are both from the ruling Liberal Democratic Party. Masuda is the LDP's official candidate, but Koike decided to run anyway.
