DRC Court: Kabila's Mandate Can Be Extended If No Vote by VOA News A Democratic Republic of Congo court has ruled President Joseph Kabila can remain in office if no election takes place before his mandate expires at the end of this year. Congo's Constitutional Court handed down the ruling Wednesday, at the request of the ruling party. The DRC government has yet to schedule elections as the end of the president's term approaches. The 44-year-old Kabila is constitutionally barred from running for a new term.
