A Golden Retriever confined for her entire life in a U.S. Department of Agriculture (USDA) licensed "puppy mill" was tortured to death by sadistic "mill" operators who didn't care enough even to give her a name.

When folks at the American Society for the Prevention of Cruelty to Animals (ASPCA) learned she'd been tortured to death, they named her "Goldie."

Goldie, who should be alive, well, and happy in a loving home today was forced to suffer unspeakable agonies by USDA inspectors who witnessed her deteriorating condition for months yet made no effort to save her.

While the USDA licenses commercial dog breeders and is responsible for protecting animals raised in their facilities, Goldie's story is irrefutable evidence that the agency isn't doing its job, so Congress must now act.

I urge you to support HR 6100, also known as "Goldie's Act," to amend the Animal Welfare Act to compel the USDA to conduct frequent, thorough facility inspections to protect the physical and psychological welfare of innocent animals, issue penalties for inhumane treatment, shut down facilities as necessary, confiscate animals suffering physically or psychologically, levy significant fines, and distribute inspection reports to local, municipal, and state animal control and law enforcement agencies within 24 hours.

As you contemplate HR 6100, Mr. Speaker, I leave you with a quote to ponder: Immanuel Kant said, "We can judge the heart of a man by his treatment of animals."
