Police in Edmond, Okla., last week arrested a 68-year-old male colleague for allegedly targeting a 14-year-old girl with repeated, inappropriate sexual communications, community news outlet NonDoc Media reported. Timothy Keith Owen allegedly peppered the young teen with messages, texted that he wanted to have sex with her, and tried to persuade her to meet up with him on the sly. The incidents happened last summer, but reportedly became known to Owen's employer through a recent anonymous letter. Owen had worked as a police officer in Edmond for almost 30 years, starting in 1986, a police spokesperson told the news outlet. Owen retired from that position in 2015 but had continued his employment with the department in a civilian administrative job. The girl is a member of Owen's extended family according to reports. The teen told investigators that she and other family members regularly spent time with Owen and his wife, according to police. She had also visited with Owen on the job and run errands for him, the affidavit indicated. The exact familial relationship wasn't specified, so it's unclear if a sexual relationship between the two would have been incestuous under Oklahoma law, which makes certain exceptions for persons who are relatives only by marriage. Reported NonDoc: According to a probable cause affidavit filed in Oklahoma County District Court, the letter stated that Owen “was texting her at school, during night, sometimes 60 or 70 texts a day.” Texts from Owen included, “are you a virgin?” and “I want to be your first,” according to the probable cause affidavit.… The girl confirmed the nature of those texts in an interview, according the document. The child also told officers that Owen would video chat her using Google Duo. She said Owen would tell her how “hot” and “sexy” she looked.… According to the probable cause affidavit, the child also spoke about a time Owen wanted her to sneak out of the house so he could pick her up. She told detectives that during their relationship, Owen told her to delete the text messages between them. Uncomfortable with Owen's comments, the teen also told investigators, she "would tell the Defendent that she was going to tell his wife," the affadavit stated. "The minor child said that the Defendent responded by telling her not to do that because his wife would leave him." Ya think? Reportedly he could go to prison for up to 10 years if convicted on the single charge filed, covering all of the alleged inappropriate communications. Roughly 95,000 people live in Edmond, a part of the Oklahoma City metropolitan area. The Edmond Police Department has been the subject of a recent investigation into allegations of workplace bullying, racism, and sexism on the part of a deputy chief, the NonDoc story noted, with a report completed this January but still unreleased.
