Climate change affects at a global scale. For the past 30 years, natural event has gotten worse every year. Many places are experiencing scarcity of resources such as water, food, due to unpredictable climate disasters. Flood and drought have damaged many areas and have reduced harvest around the world significantly. Recently, cycle of ENSO (El Nino Southern Oscillation) La Nina is phasing out and the neutral set up brings El Nino back-to-back. After a spike of cold Winter from the cold upwelling in the Atlantic Ocean and equator, has caused more drought and less rain in certain areas South America and Central Africa. More Vulnerable places like the tundra region and desert region suffer the most every cycle of ENSO. El Nino cycle brings warmer temperature than usual, and the wind changes (jet stream). The East Pacific Ocean is the warmest and that means these places need to be more careful, because what goes around comes around. The world rotation and Sun/Earth revolution. 2/3 of the earth will face these changes from El Nino. In the past week only, some places from the Far East Pacific Myanmar to Mid-West Oklahoma have experienced several episodes of Tornadoes. PREPAREDNESS Improvements of infrastructure in vulnerable areas around the world in East and West to protect land agriculture and marine communities. Tropical region infrastructure East Pacific and West Pacific South America have the largest tropical region and provide the world largest commodities. Effect of El Nino brings warmer sea surface temperatures which also causes higher tide in every ocean. Land mass in Islands East and West need protection in order to overcome floods. Equatorial region such as South America and Africa is the warmest, these regions need to improve land/green infrastructure in order to overcome extreme heat. Energy and Transportation El Nino will bring warmer weather and sunnier days for the next six months. Solar panel will be an economical source of energy in tropical and desert regions. Solar vehicles would be ideal to reduce Carbon emissions in 2/3 of the planet thus reducing droughts in vulnerable areas. Energy sources and distribution according to physical geography, sun/earth revolution. Temperate region in the North hemisphere receives less sunlight, therefore will budget on nuclear source in order to cut emission. The climate bill will help repair and protect vulnerable areas where there are deficiencies such as desert regions and ailing mountain glaziers (Europe and Eurasia) because these places are affected quickly with changes in temperature in particular, during cycle of ENSO. El Nino increases temperature during summer and will prolong drought season and this may affect 2/3 of the world and break the flow of resources around the continent. A plan needs to be implemented for future generation.
