Obviously, this is a humanitarian crisis that must be addressed. It does not square with my sense of tikun olam in any way, but I recognize that any genuine solution must be firmly grounded in reality. Israel will continue to demand as little humanitarian aid goes to Hamas as possible (I disagree strongly with this stance. Hamas has clearly stockpiled considerable resources; preventing humanitarian aid from reaching refugees is a moral stain and actively counterproductive). Hamas will continue to interfere with the delivery of humanitarian aid. The current major obstacle is that lack of fuel is disabling communication from the refugee camps, which means that humanitarian aid cannot be coordinated and/or protected. So, what do we do? My feeling is that we should be pressuring Biden to send troops to secure a humanitarian safe space in Gaza along the border with Egypt. My reasoning: We cannot remove Gazans from the strip. This would complicate their existence as UNRWA refugees and may not be permissible under international law and treaty. Egypt is unlikely to accept them for security and infrastructure reasons. Putting aside Egypt, there are logistical barriers to removing them to anywhere else. Using US troops should help convince the Arab states that this is not a military intervention on Israel’s behalf. I also believe, in a generalized sense, that Biden should pressuring the IDF to embed international observers in their military activities — with the understanding that the IDF is not permitted to interfere with or censor them in any way, but also the observers cannot give away militarily relevant information and they cannot interfere with combat operations.
