UN Secretary-General Explicitly Invokes Article 99 Regarding Situation in Gaza. [1]

United Nations Secretary-General Antonio Guterres on Wednesday invoked Article 99, a rarely used clause in the U.N. Charter, to warn the Security Council that the situation between Israel and Hamas could negatively affect international peace and security.

So, why hasn’t the United Nations invoked Article 99 when Russia started bombing the Ukraine? Thousands of innocent civilians have been, and continue to be, killed by Russia’s action. Certainly, Russia’s action continues to threaten international peace and security.
