The Week Ahead: Día de los Muertos festival, KLAQ Halloween parade highlight upcoming events [1]

This is your weekly update, which takes a quick look at the week ahead and some developments that El Paso Matters is following.

Día de los Muertos and Halloween Parades: The city’s Día de los Muertos festival and parade and the annual KLAQ Halloween Parade are set for the coming days.

Día de los Muertos festivities run from 11 a.m. to 9 p.m. Saturday in Downtown, with the parade set to begin at 4 p.m. The events around San Jacinto Plaza and the Arts Festival Plaza include cultural displays, crafts, live entertainment, art and farmers market, food trucks and more. The parade features community floats and larger-than-life marionettes, mojigangas and alebrijes. It starts at San Antonio and Overland streets, heads north on Santa Fe, east on Franklin, south on Mesa and west on San Antonio. The El Paso Museum of Art and the El Paso Museum of History will host drop-in activities during the festival. Information: El Paso Museum of Art.

The 38th Annual KLAQ Halloween Parade kicks off at 3:30 p.m. Tuesday at Eastwood (Album) Park, 3110 Parkwood Drive. The parade featuring floats, bands, costumes and candy starts at Album Avenue and moves toward Cork Drive to Daphne Court, west to Fir Street, south to Bermuda Avenue, east to Zanzibar Road and back to Album Park. Ethics Complaint Against City Rep. Kennedy Withdrawn: An ethics complaint filed against city Rep. Brian Kennedy by Deborah Paz has been withdrawn. The complaint filed against Kennedy in July was related to his role as chair of the city’s Financial Audit and Oversight Committee and a fuel-card audit. The complaint alleged, in part, that Kennedy participated in a police investigation regarding the fuel card use and exceeded his authority by allegedly influencing the internal auditor during the audit process. The complaint was sent to the city’s Ethics Review Commission for a hearing, but was withdrawn by Paz, Kennedy said in a statement. Paz also filed an ethics complaint against city Rep. Alexsandra Annello related to her fuel card use, but the complaint was dismissed by the ethics commission.

New UTEP Classroom Building: The University of Texas at El Paso has begun construction on a new $110 million building that will replace the current Liberal Arts Building. The 125,000 square-foot Texas Western Hall will be located directly southeast of the Liberal Arts Building, which will be demolished. The exterior of the building will reflect the Bhutanese architectural style that dots the campus. Sundt Construction is the contractor and the building is expected to open in spring 2026.
