At the same time, locals told the Telegram channel Ostorozhno, Novosti that some gas stations, stores, and ATMs in the city had stopped functioning. “People are panicking. Water’s been bought out in stores. And almost all stores are closed. There’s a huge line at the gas station,” the channel’s sources reported. They also noted problems with cell service in the city.
