Update: Kursk Governor Roman Starovoyt says that power has been restored to most parts of the town and region.

The town of Zheleznogorsk in Russia’s Kursk region is without power after a substation, damaged in an airstrike, had to be shut down for repairs, reports Kursk Governor Roman Starovoyt.

At the same time, locals told the Telegram channel Ostorozhno, Novosti that some gas stations, stores, and ATMs in the city had stopped functioning. “People are panicking. Water’s been bought out in stores. And almost all stores are closed. There’s a huge line at the gas station,” the channel’s sources reported. They also noted problems with cell service in the city. Some businesses in the city sent employees home.

Earlier, Starovoyt said that damage to the substation had led to power outages in residential buildings in several areas and that due to a burst pipeline, 17 apartment buildings were without heating.
