Four Square HQ Supreme Allied Commander Transformation Wargame Explores Deterrence, Dynamics, and Integration [1] ['Paolo Giordano'] Date: 2023-06-29 20:26:22+00:00 NORFOLK, VA – Allied Command Transformation concluded the two-day Four Square Wargame exercise on June 29th, 2023, exploring how NATO can strengthen its deterrence tasks by understanding how to influence escalation dynamics through a more integrated and coherent approach. Allied Command Transformation hosted the Four Square Wargame exercise on June 28th and 29th, bringing together Supreme Allied Commander Transformation General Philippe Lavigne, Allied Command Transformation National Liaison Representatives, and diverse subject matter experts, to better understand NATO deterrence strategies and dynamics. Wargaming is a practice that replicates military conflicts or challenging situations in a controlled and simulated environment. This allows participants to focus on strategic thinking and decision-making, providing training and feedback on actions taken, while fostering innovation and collaboration. The Four Square Wagaming event incorporated Blue, Red, and White teams, where General Lavigne and the National Liaison Representatives assumed the role of NATO as the Blue team, a group of diverse subject matter experts served as a the exploiting Red team, and an administrative team supported the exercise as the White team. The teams took turns assessing their environments, generating courses of actions, and responding to changes made by opposing parties. These actions spanned across diplomatic, information, military, and economic instruments of power, where each corresponding action resulted in a change that affected the results of the wargame. The objective of the wargame is to understand a variety of deterrence options, escalation dynamics, decision-making, integration strategies, and coherent responses; the background scenario focused on potential escalations from Russia, allowing participants to evaluate their deterrence options with realistic conditions. During the Madrid Summit in June 2022, NATO called for greater integration and coherence of capabilities and activities across all domains, as part of a refocus on deterrence. To expand the Alliance’s deterrence strategies, escalation dynamics must also be better understood and integrated. NATO commenced the Four Square Deterrence Study in fall of 2022, exploring how to strengthen deterrence across all instruments of power, and the relationships between deterrence and escalation. Allied Command Transformation focuses on the development of capabilities, as well as the integration of multi-domain operations, preparing NATO’s military instrument of power for the challenges of the future.
