NATO Centres of Excellence – Joint Air Power Competence Centre [1] ['Brian Sostak'] Date: 2023-07-05 18:52:53+00:00 KALKAR, GERMANY – The Joint Air Power Competence Centre of Excellence is a key hub for improvement and transformation of Joint Air and Space Power, with a multinational team of experienced subject matter experts. As the Alliance continues to improve its Multi-Domain Operations, the Joint Air Power Competence Centre of Excellence supports these efforts with innovative Air and Space contributions. The Joint Air Power Competence Centre, located in Kalkar, Germany, was established in 2005 to address a critical gap in NATO, providing the Alliance with a strategic level proponent for Joint Air and Space Power. General James B. Hecker, who is also the Commander of U.S. Air Forces in Europe, U.S. Air Forces in Africa, as well as Allied Air Command, is the current Director, joined by Lieutenant General Thorsten Poschwatta, who also commands the German Air Operations Command and the German Joint Force Air Component Headquarters, serving as the Executive Director. Assistant Director Air Commodore Paul Herber, and Chief of Staff Colonel Matthew Hanson lead additional Air and Space subject matter experts to deliver a wide spectrum of products and services to NATO Allies and Partners, including publications, doctrine, and conferences. The Joint Air Power Competence Centre of Excellence offers independent, objective, and effective military advice from across the spectrum of Joint Air and Space Power matters, delivered towards NATO, national policymakers, and warfighting headquarters. Engagement strategies include national organization outreach, academia and industry exchanges, and a wide range of channels for knowledge sharing, such as workshops, journals, and whitepapers. The Centre offers the annual Joint Air and Space Power Conference, which will provide a unique setting to share insights and address the imminent and future challenges of Air and Space, particularly as they pertain to Multi-Domain Operations. This year’s theme is: Enhancing Deterrence and Defence through Joint Air Power, Credible, Capable, and Available. Following the 2002 NATO Summit in Prague, Allied Command Atlantic became Allied Command Transformation, responsible for NATO-wide transformation of military structures, forces, capabilities, and doctrines. Allied Command Transformation leads the establishment, accreditation, preparation, and periodic evaluation of Centres of Excellence throughout the Alliance. These Centres of Excellence and their respective subject matter experts help the Alliance expand interoperability and increase capabilities, aiding in the development of doctrine and standards, while testing new concepts and evaluating lessons-learned.
