NATO Centres of Excellence – Human Intelligence [1] ['Brian Sostak'] Date: 2023-07-10 18:27:26+00:00 ORADEA, ROMANIA – The NATO Human Intelligence Centre of Excellence manages and adapts proactive and agile methodologies to ensure expertise and education throughout the Alliance. Human Intelligence, commonly known as HUMINT, is a category of intelligence derived from a human source, serving as an important function in supporting NATO’s Military Instrument of Power. The NATO Human Intelligence Centre of Excellence, located in Oradea, Romania, was established in 2010 as part of an initiative to strengthen Human Intelligence capabilities throughout NATO. A NATO Human Intelligence Working Group was established in 2004, which focused on the development of Human Intelligence tactics, techniques, and procedures, as well as the evaluation of related technologies, equipment, and systems. As more NATO Member Nations supported the initiatives, the NATO Human Intelligence Centre of Excellence was founded in Oradea, Romania, as a NATO accredited education and training facility. Human Intelligence refers to intelligence that is gathered through means of interpersonal contacts and human sources. Human Intelligence methodologies can be overt, such as in an interview, or covert, such as through surveillance and reconnaissance. Examples of expert guidance from the NATO Human Intelligence Centre of Excellence include the NATO Human Intelligence Operator’s Handbook, the NATO Field Human Intelligence Collator’s Handbook, and the Human Intelligence Interrogator’s Handbook. These doctrinal publications and additional studies help organize common standards and interoperable capabilities, enabling NATO to utilize these principles to guide military forces. Allied Command Transformation, NATO’s Warfare Development Command, guides strategic thinking, defence planning, and capability development for NATO’s Military Instrument of Power. Allied Command Transformation maintains overall responsibility for NATO Centres of Excellence, managing establishment, accreditation, preparation, and periodic assessments. The NATO Human Intelligence Centre of Excellence contributes to Alliance-wide capability development and experimentation, combining agile structures and extensive experience through a series of in-person and online courses.
