NATO Concludes Vilnius Summit, Reaffirms Commitment to Collective Defence [1] ['Paolo Giordano'] Date: 2023-07-12 13:45:11+00:00 NATO Heads of State and Government met for the 2023 Vilnius Summit in Lithuania’s Capital city, discussing Sweden’s accession into the Alliance, meeting with Partners to discuss issues of concern, and conducting the first meeting of the NATO-Ukraine Council. NATO Heads of State and Government concluded two days of meetings on July 12th, 2023, where they reaffirmed the Alliance’s commitment to collective defence and engaged in discussions with Partners from across the Euro-Atlantic and Indo-Pacific about issues of common concern. They also conducted the first NATO-Ukraine Council meeting with Sweden, and reiterated NATO’s unwavering support for the country in light of Russia’s war of aggression. Commenting on the Summit’s developments, Mr. Jens Stoltenberg noted that in addition to steps taken to bring Ukraine closer to NATO, “Allies have also approved the most comprehensive defence plans since the end of the Cold War… [and] endorsed a new Defence Production Action Plan [that] will accelerate joint procurement, boost interoperability, and generate investment and production capacity.” As the Alliance’s Warfare Development Command, Allied Command Transformation will play a critical role in supporting the development and delivery of defensive and deterrent capabilities required by NATO to maintain a decisive advantage over its adversaries. The NATO Warfighting Capstone Concept provides a vision for warfare development through to 2040, ensuring that NATO’s Military Instrument of Power remains fit for purpose into the future. Since its approval in 2021, the Alliance has made progress towards its implementation in numerous areas, including through broader political-level initiatives to maintain its strategic advantage. A core aspect of this ongoing work is the implementation of the Warfare Development Agenda, which is the framework the Supreme Allied Commander Transformation uses to manage the planning and implementation of the NATO Warfighting Capstone Concept. In particular, this framework sequences and synchronizes Allied Warfare Development efforts around the five Warfare Development Imperatives and six Critical Enablers, as well as the associated Lines of Delivery. The current Warfare Development Agenda was approved in 2022, and outlines a delivery path that is informed by long-term threats, challenges, and opportunities. The Supreme Allied Commander Transformation delivers an assessment of progress and approaching milestones of the Warfare Development Agenda to the Allies annually. In addition to boosting the Alliance’s defensive capabilities, the Command has recently marked the official military integration of Finland into the Alliance through a joint declaration with the Finnish Chief of Defence. Pending the ratification of Sweden’s accession protocols by Türkiye, Allied Command Transformation will lead the Swedish Accession and Integration Working Group to ensure Sweden’s military integration across key functional areas of the Swedish Armed Forces.
