Logistics and the Practical Art of Moving Militaries [1] ['Brian Sostak'] Date: 2023-07-13 19:14:18+00:00 Norfolk, VA – Military logistics have long served as a priority in the Alliance, both in support of NATO’s Military Instrument of Power, and as a standalone capability for Member Nations. Allied Command Transformation supports the development of capabilities and resilience pertaining to military movement, to ensure the necessary personnel, logistics, infrastructure, and stockpiles are readily available. The 2023 NATO Summit in Vilnius recently concluded: NATO is the largest and most successful defensive alliance in history, bringing together Heads of State and Government, as well as partner nations from around the globe, for important discussions on priorities for the Alliance. Among these were a multi-year assistance programme for Ukraine, which focused on critical needs like fuel, equipment, and medical supplies. Addressing the new reality, because of Russia’s unprovoked war of aggression on Ukraine, NATO has modified and adapted its supply chains, military mobility, and logistical capabilities. “We have really realized many months ago that this is a war of attrition, meaning a battle of logistics. It is important that we deliver different advanced weapon systems, but as important as delivering new systems, is it that we are able to maintain and sustain all the systems which are already there, and enormous amount of ammunition, spare parts, maintenance, repair capacity. And maybe that’s not as easy to get public attraction on this day-to-day hard work to sustain, but without sustaining all the systems then Ukraine will not been able to defend their land and to liberate the territory,” shared Secretary General Jens Stoltenberg at the closing of the 2023 NATO Summit. Addressing supply, logistics, and sustainment across the Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) spectrum is a vital part of NATO’s ability to assistance Member Nations and Partner Nations in their logistical requirements. Allied Command Transformation, as one of NATO’s two Strategic Commands, supports with military movement and logistical planning efforts, providing solutions through four principal functions: Strategic Thinking Development of Capabilities Education, Training, and Exercises Cooperation and Engagement Part of these functions include planning supply chains, predicting and facilitating logistical requirements, and understanding capability requirements. Allied Command Transformation works alongside NATO and Allied Command Operations, as well as academia and industry, to better understand and anticipate military mobility solutions. An example is the current NATO Innovation Challenge, which is focusing on planning, preparation, and real-time monitoring of military movements and transportation with the Trans-European Transport Network. Additionally, Allied Command Transformation produces doctrinal programmes of work to assist with guiding NATO’s future logistical capabilities and requirements.
