Two Strategic Commands Guide NATO’s Military Instrument of Power [1] ['Brian Sostak'] Date: 2023-07-14 18:51:15+00:00 NORFOLK, VA & MONS, BELGIUM – NATO’s political decisions also include military implications, requiring input from the NATO Military Committee. This includes Allied Command Transformation and Allied Command Operations, which serve as the NATO Command Structure. These two Strategic Commands work together to ensure the effectiveness of NATO’s Military Instrument of Power, for current challenges and emerging threats, today and tomorrow. Reflecting on the Vilnius Summit Communique issued by NATO Heads of State and Government, NATO’s position as the world’s largest and most successful defensive Alliance requires extensive planning, coordination, communication, and consensuses, between Member Nations, military forces, and NATO structures. These agreements include NATO’s deterrence and defence posture, in all domains, including strategic, domain, and regional defence plans. NATO’s Military Committee is a key component of NATO’s military decision-making structure, which is composed of leading military representatives from NATO Member Nations, as well as the two Strategic Commands, Supreme Headquarters Allied Powers Europe, and Supreme Headquarters Allied Commander Transformation. Supreme Allied Commander Europe, General Christopher Cavoli, is the strategic commander for NATO’s Warfighting Command, serving as the commanding officer of Allied Command Operations. Allied Command Operations oversees all NATO forces, including strategic, operational, and tactical commands, responsible for the planning and execution of all Alliance operations. These operations include validation testing for NATO forces, interoperability experience for tactical training, and multinational joint training exercises. Allied Command Operation’s overall aim is to contribute to the Alliance’s defence and security, maintain Alliance territory, safeguard freedom of seas and economic lifelines, and preserve or restore the security of its members. Supreme Allied Commander Transformation, General Philippe Lavigne, is the strategic commander of NATO’s Warfare Development Command, leading the transformation of military structures, forces, capabilities, and doctrines at Allied Command Transformation. Headquartered in NATO’s home in North America, Allied Command Transformation identifies and defines the requirements of the future, anticipating opportunities for innovation, capability development, and program requirements. This includes doctrinal guidance such as the NATO Warfare Capstone Concept or Multidomain Operations, subordinate Joint Centres that cover warfare, training, and analysis, and specialized Centres of Excellence that allow Member Nation institutions to train, educate, and improve NATO forces.
