NATO Strategic Communications Centre of Excellence [1] ['Brian Sostak'] Date: 2023-07-24 13:54:01+00:00 The Strategic Communications Centre of Excellence contributes to the improvement of NATO’s, Allies,’ and Partners’ strategic communication capabilities by providing comprehensive analysis, timely advice, and practical support. The NATO Strategic Communications Centre of Excellence works to deliver up-to-date and in-depth analysis of methodologies applied by malicious actors across the information environment. The Centre’s work focuses on digital environment analysis, with an emphasis on emerging technologies and artificial intelligence, to provide a comprehensive and practical knowledge base to those working in the field of strategic communications. The Centre also aims to build a knowledge base of complex communications and narrative formation processes to help NATO and its Nations to deliver more effective communication products. The NATO Strategic Communications Centre of Excellence, located in Riga, Latvia was established in 2014 with the aim to provide a tangible contribution to the strategic communications capabilities of NATO, its Allies, and its Partners. The Centre’s expertise has formed by combining knowledge from military, private, public, and academic sectors and successfully applying research to recognize and manage emerging threats in the information environment. Currently, its team is formed of highly qualified experts from 17 Nations, and is led by Director Mr. Jānis Sārts. During its first 9 years of full operational capability, the Strategic Communications Centre of Excellence has established itself as one of the primary research and fusion hubs on the subjects of strategic communications, countering disinformation, trends in digital security, and hostile actor strategies, tactics, methodologies and techniques in the Euro-Atlantic area. The Centre conducts research in response to the needs of the Alliance and participating Nations, develops training, designs programs to advance the development of NATO military doctrine, and provides comprehensive analysis and practical support for NATO decision-makers. The subject areas covered by its remit includes Strategic Communications and all its core communication capabilities and functions, such as: Information Operations, Psychological Operations, Public Diplomacy, and (Military) Public Affairs. The Programme of Work conducted by the Strategic Communications Centre of Excellence is extensive, and includes the publication of more than 20 publicly available research reports, the organization of – and participation in – numerous training activities and workshops. It also includes the execution of its yearly conferences such as the ‘Emerging Trends in Social Media’ conference and its flagship event, the Riga StratCom Dialogue. This year’s Riga StratCom Dialogue was held in early June and attracted more than 700 experts and strategic communications practitioners from 33 countries. The next iteration of this event is currently planned to be held in 2024, and the forthcoming Emerging Trends in Social Media 2023 conference is set to take place on October 12, 2023. In addition to these activities, the Strategic Communications Centre of Excellence is also producing the #StratComPodcast, offering listeners insights and opinions about strategic communications, global security, democracy, and more.
