Allied Command Transformation Leads Execution of 2023 NATO Communicators’ Conference [1] ['Brian Sostak'] Date: 2023-07-25 19:39:10+00:00 Allied Command Transformation is leading the execution of the 2023 NATO Communicators’ Conference in Paris, France, from September 11-14, 2023, discussing topics on a range of communications disciplines such as Strategic Communications, Military Public Affairs, Psychological Operations and Information Operations. NATO is working to better understand and navigate a highly contested information environment with the goal of enhancing its warfighters’ ability to inform global audiences about Allied activities. It also seeks to bolster ties between NATO, Allies, academia, and industry, and help NATO remain at the forefront of technological developments. These efforts help NATO leverage best practices and generate cognitive effects in the information environment. NATO’s Bi-Strategic Commands, with Allied Command Transformation in the lead, are conducting the annual NATO Communicators’ Conference in Paris, France, from September 11-14, 2023. Over the course of this four-day event, civilian and military communication leaders as well as leaders from academia and industry will gather from across the Alliance to discuss emerging trends and developments in the field. The first two days of the conference will feature working groups focused on Strategic Communications, Military Public Affairs, Psychological Operations, and Information Operations. The latter two days of the conference will feature speeches and lectures from high-level NATO and Allied officials, as well as representatives from academia and industry. In addition to welcoming back panellists from the Ukrainian Ministry of Defence to speak about communications in the Russia-Ukraine war, the 2023 NATO Communicators’ Conference features lectures and workshops discussing cognitive warfare, cognitive defence, and cognitive effects. In particular, this year’s conference will host a lecture that will explore how communications are a central component within Multi-Domain Operations, and equip participants with the tools to enable them to leverage the advantages of this new concept and deliver cognitive effects globally. It will also host a workshop discussing the challenges of assessing the cognitive phenomena of assurance and deterrence, with panellists underlining the challenges of doing so based on their knowledge and experiences. Another highlight of this conference is the workshop about the Information Environment Assessment capability prototype, known as ‘Merlin.’ This session will see NATO officials introduce the capability, discuss how it is leveraging artificial intelligence, and identify future opportunities for this capability. They will also discuss Merlin’s use of artificial intelligence-based solutions and the strengths of its data integration processes. The NATO Communicators’ Conference is an annual conference organized by Allied Command Transformation and Allied Command Operations, with the Commands alternating leadership and support roles each year. This conference serves as a platform for the exchange of knowledge and expertise between NATO, Allies, academia, and industry in the communications disciplines of Strategic Communications, Military Public Affairs, Psychological Operations, and Information Operations. Last year’s NATO Communicators’ Conference was led by Allied Command Operations and took place in Skopje, North Macedonia.
