Allied Command Transformation Enhances NATO’s Logistics and Sustainment Supply Chains [1] ['Brian Sostak'] Date: 2023-07-27 14:33:38+00:00 Allied Command Transformation is enhancing NATO’s logistics and sustainment supply chains through a comprehensive approach that will bolster the Alliance’s defensive capabilities by improving commanders’ operational flexibility when executing operations. Allied Command Transformation is committed to developing and delivering the capabilities required by NATO so the Alliance’s warfighters are able to maintain a decisive advantage over its adversaries. As part of these efforts, Allied Command Transformation is working alongside relevant NATO and National entities to improve its logistics and sustainment supply chains across the Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability, or DOTMLPFI, spectrum. These efforts will augment NATO’s deterrence and defence capabilities by providing commanders greater operational flexibility when executing operations. The Logistics and Sustainment Branch is undertaking a comprehensive programme of work aimed at developing the capabilities and enablers required to deliver effective, efficient, and flexible logistical support to operational commanders. As noted by Navy Captain Allen “AJ” Rivera, Head of the Logistics and Sustainment Branch: “The strength of NATO lies not only in the firepower of its member nations, but in the seamless coordination and robust logistics that underpin its operations. From ammunition stocks, fuel and other classes of supplies to transportation and sustainment, NATO logistics is the lifeblood that enables our collective defence and ensures the rapid and effective response to any threat. It is through the mastery of logistics that NATO transforms unity into capability, enabling us to project strength, deter aggression, and uphold the values of peace and security for our member nations and beyond.” A core aspect of NATO’s logistics modernization is the Enablement Support Services programme, which aims to provide a coherent set of interoperable functional services that will allow commanders to better manage Logistics, Medical, and Military Engineering support to NATO forces across the spectrum of operations and missions. In total, this programme will deliver 31 applications across the Logistics, Medical, and Military Engineering communities, with these applications enhancing situational awareness, facilitating collaboration across planning and execution phases of NATO-led activities, and bolstering the overall effectiveness of military support. The Enablement Support Services programme will also adopt a next generation modelling and simulation program that will help to estimate loss and expenditure rates across the Logistics, Medical, and Military Engineering streams. This common-funded capability programme is expected to reach full operational capability within the next ten years, with its Capability Programme Plan expected to be delivered by the end of the year. To fully harness these new capabilities, the Branch is working to enable a collective logistics approach as part of the NATO Logistics Concept. In doing so, this programme aims to lessen the footprint of NATO supply chains by reducing duplication, sharing assets, and optimizing across the DOTMLPFI spectrum. One aspect of this effort will include observing Exercise Steadfast Foxtrot 2023, a new logistics wargame that aims to improve the Alliance’s understanding of the roles, responsibilities, and authorities associated with large-scale enablement, reinforcement, and sustainment within Supreme Allied Commander Europe’s area of responsibility. Another key aspect of the Branch’s programme of work is its efforts to improve the NATO Fuel Supply Chain, as part of the NATO 2030 initiative. Working alongside the Allied Command Operations and the NATO Support and Procurement Agency, this programme is working to identify the current and desired Fuel Supply Chain and identify potential dependencies that could hinder NATO’s operational capabilities and readiness. This programme is currently in the early stages of development, with ongoing workshops aiming to develop the programme to meet the criteria for NATO Common Funds. A Capability Requirements Development Workshop for the programme took place in May 2023, with participants conducting an initial analysis to define the scope of the desired Fuel Supply Chain Capability and generating the framework for determining what changes or acquisition efforts are necessary to meet a mission-required capability. The next capability requirements development workshop for this programme will take place at Supreme Headquarters Allied Powers Europe in July 2023, and will continue efforts to develop the Capability Requirements Brief and the Capability Programme Plan. These documents will aim to establish the capability requirements and initial programme parameters as well as address all DOTMLPFI aspects and through-life costs by refining the programme’s cost, scope, and risk aspects, respectfully. NATO’s Logistics Vision and Objectives 2015-2024 had the goal of assisting the Alliance and Nations to address logistics capability gaps. In the wake of the Russia-Ukraine conflict, Heads of State and Government at the 2014 Wales Summit agreed to the Readiness Action Plan in response to the challenges posed by Russia and their strategic implications. NATO has since modified and enhanced its strategic logistics guidance, promoting the pursuit of collective logistics and broadening the Logistics Vision to provide NATO commanders the greatest flexibility on current and future missions by providing effective and efficient logistic support. In the present strategic environment, with the deployment of NATO forces potentially requiring rapid movement of personnel, equipment, and materiel across NATO territory, the new NATO logistics vision reflects top-down guidance through principles emphasising the need for operational effectiveness balanced with considerations of efficiencies.
