Enemy drones are closely watching military equipment movement and moving howitzers are really easy to detect, and send a lancet after it. At the same time a howitzer hiding in the proper foxhole is not only hard to detect, but also the hideout protects it against the drone such as lancet. Many argue that it's the reason to shoot from a position that is really close to your howitzer hiding place, so you aren't detected on the move. However, most mobile artillery, such as Bohdanas and Caesars are often used for counter battery fire, which requires them to drive really close to the front lines.
