The Burma Act Is Useless Unless Funded [1] ['This Content Is Not Subject To Review Daily Kos Staff Prior To Publication.'] Date: 2024-06-07 Congress has to live up to the promises it made to Myanmar On December 22, 2022, President Joe Biden signed the National Defense Authorization Act (NDAA) into law. This legislation: Codifies that it is the policy of the United States to support the efforts of the National Unity Government (NUG) in Burma, support the restoration of the civilian government with constitutional reforms, holding Russia and the PRC accountable for supporting the Burmese military; Imposes mandatory sanctions on Burmese military officials or state-owned commercial enterprises; Gives the President authority to sanction Myanma Oil and Gas Enterprise (MOGE) and other entities at his discretion; Requires a report within six months on sanctions for Burma’s energy sector; Requires the State Department Office of Sanctions Coordination to develop a strategy to promote human rights and the restoration of civilian government; and Authorizes funding to strengthen federalism among the states, consistent with constitutional reform efforts; support for civil society groups to document atrocities; etc. All of that looks pretty good, right? The problem is the law hasn’t been fully funded. Now Congress is poised to act. The U.S. House of Representatives is moving forward on its budget bills for the Fiscal Year 2025. This includes the Department of State, Foreign Operations, and Related Programs (SFOPS) appropriations budget that provides key funding for Burma's democracy movement in its struggle against the Myanmar military junta. This week, please weigh in early with your Members of Congress and demand that they fully fund Myanmar's democracy movement. Already, a group of 18 Members of Congress led by our champion, Rep. Gregory Meeks, have called for the House to appropriate $490 million for Burma and Rohingya-related programs. That would include increased support for both Burma-related programs and for Rohingya refugees through USAID. Please take action today to tell your Members of Congress to ensure that the FY25 SFOPS appropriations bill fully funds Burma-related programs Please follow up your message with emails, phone calls, and meetings to the staff of your U.S. senators and representative.
