This consideration is important because, in 1934, Congress passed the National Firearms Act (NFA) to limit the availability of machine guns, short-barreled shotguns, short-barreled rifles, sound suppressors (silencers), and other similar weapons that were often used by criminals during the Prohibition Era. Congress expanded the scope of the NFA through the Gun Control Act (GCA) of 1968 to include destructive devices (e.g., explosive and incendiary bombs, flash-bang grenades, and weapons with a bore larger than one-half inch in diameter), machine gun frames or receivers, and conversion kits for machine guns. In the Garland vs. Cargill decision, SCOTUS ruled that bump stocks are not “conversion kits for machine guns” because the shooter technically has to pull the trigger each time to fire a bullet.
