Boosting Biden Day 116 [1] ['This Content Is Not Subject To Review Daily Kos Staff Prior To Publication.'] Date: 2024-06-18 In 2022 Joe Biden signed into law hundreds of billions in new science funding, passed on a bipartisan basis as part of an effort to strengthen semiconductor manufacturing. What’s more, after the Trump administration’s famous failure to pass an infrastructure bill, Biden did it — and an important element was beefed-up support for science. Biden’s dedication to science was clear from the very start of his administration. The National Library of Medicine summarized his early moves in May 2021, and they were far-reaching: US government moves science to the forefront For the first time, the US presidential administration has created a cabinet position for the science advisor. Naming his science team before the presidential inauguration on January 20, 2021, President Joe Biden expects the scientists to “help the Biden-Harris administration confront some of the biggest crises and challenges of our time, from climate change and the impact of technology on society to pandemics, racial inequity, and the current historic economic downturn,” according to the news release. In another first, Biden created a position in the Office of Science and Technology Policy (OSTP) for society and science. Named to the office of OSTP Deputy Director for Science and Society is Alondra Nelson, a distinguished scholar of science, technology, social inequality, and race, who serves as president of the Social Science Research Council, an independent, nonprofit organization linking social science research to practice and policy. Just seven days after the presidential inauguration, Biden signed an executive order that establishes the office of a Chief Science Officer for every agency that oversees, directs, or funds scientific research. According to a news release, the agencies are tasked with designating a senior agency employee as Chief Science Officer to ensure agency research programs are scientifically and technologically well founded and conducted with integrity. Moreover, Biden’s executive order remarks that because science, facts, and evidence are vital to addressing policy and programmatic issues across the federal government, all agencies—not just those that fund, conduct, or oversee scientific research—must designate a senior career employee as the agency’s Scientific Integrity Official to oversee implementation and iterative improvement of scientific-integrity policies and processes, according to the news release for the order. “Science will always be at the forefront of my administration—and these world-renowned scientists will ensure everything we do is grounded in science, facts, and the truth,” says Biden in the news release. And what does that add up to? Well — in the words of the Union of Concerned Scientists, 100 Days into Biden’s Presidency, Science Is Bouncing Back Now, on the cusp of President Biden’s 100th day in office, we at the Union of Concerned Scientists (UCS) are sobered by the problems that remain. But we’re also hopeful. Last summer, we published advice to guide the next administration in its effort to restore science in decision-making—and so far, Biden appears to be listening. The new administration has already reversed damaging policies from the past, prioritized scientific integrity, established new ethics rules, and committed to addressing environmental injustice, climate change, and COVID-19 inequity. And he is looking towards the future. We learned in March that he’s planning for what will happen if he gets elected again . . . President Biden’s 2025 Budget Invests in Science and Technology to Power American Innovation, Expand Frontiers of What’s Possible President Biden’s Budget makes strategic investments in science and technology (S&T) to ensure that America continues to lead the world in innovation and that S&T breakthroughs benefit all of America. The Budget includes $202 billion for federal research and development (R&D) to tackle the great challenges of our time and achieve our nation’s great aspirations—promoting robust health and ample opportunity for each person in every community, addressing the climate crisis, sustaining global security and stability, and realizing the benefits of artificial intelligence (AI) while managing its risks. The Budget supports progress on these aspirations by investing $99 billion in the basic and applied research that will drive the development of future cutting-edge technologies, products, and services. It also invests in transformative approaches to harness innovation in health and energy, like the Advanced Research Projects Agency for Health (ARPA-H) and the Advanced Research Projects Agency-Energy (ARPA-E). . . . and even what will happen if he doesn’t get reelected. According to a new article in Politico, Biden’s got a plan to protect science from Trump: The Biden administration is setting up new tripwires for Donald Trump at America’s premier health research agency to safeguard against political interference if Trump wins in November. The White House fears Trump could try to advance an ideological agenda at the National Institutes of Health, like the ones he’s suggested on everything from vaccines to diversity policies. In an effort to Trump-proof, NIH has designated an official to identify political meddling in the agency’s work and is tasking a soon-to-be-established scientific integrity council with reviewing those cases. “Interfering and manipulating science to hit a partisan agenda is inappropriate and is what we’re working to wall against,” Lyric Jorgenson, NIH’s designated scientific integrity official, said in an interview. She added: The plan to protect the agency’s independence is critical because the public needs to be able to rely on NIH to “generate rigorous, trusted evidence to inform public health.” Although I applaud Biden planning for both outcomes, we can’t let Trump win in November!!
