Empowering LE staff through training [1] [] Date: 2023-07-07 By Sewit Mulat The Office of the Procurement Executive, Office of Acquisition Policy, Strategic Communications and Policy Division (SCP) conducted the first successful in-person procurement training for locally employed (LE) staff in Rome, March 27-31. Deputy Assistant Secretary for Acquisition and Senior Procurement Executive Michael W. Derrios opened the anticipated training with remarks and introduced a redesigned procurement training (PA-247) while announcing the development of a competency model and a new Department of State certification program designed by the SCP team for LE staff. The training engaged the students to show them how to seek best practices and understand their role as procurement agents in the various phases of the acquisition process. The course included independent and team exercises, student briefings, shared experiences, and a question-and-answer period with subject matter experts. One of the most successful moments of the training was when students—hailing from many different countries, regions, and continents—came together to deliver a presentation of solutions for some of the challenges they face at their post. The training also included a sustainable procurement session, where co-facilitator Embassy Assistant General Services Officer Gavin Elliott used student interaction and feedback to prepare a policy on Sustainable Procurement and Standard Operating Procedures for purchasing agents to follow. “I would describe the training as extremely engaging, easy to follow, useful, and well worth my time. It helped me identify clear, achievable next steps using the contracting subway map (an interactive tool to familiarize government employees with the acquisition contracting process) and learned how to implement new policies and solve issues using critical thinking,” said participant Sewit Mulat from the Office of the Procurement Executive, Acquisitions Policy Division.
