Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy [1] [] Date: 2023-11 Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy Today, the United States joined 45 endorsing states to launch the implementation of the Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy. This groundbreaking initiative contains ten concrete measures to guide the responsible development and use of military applications of AI and autonomy. The Declaration, and the measures it outlines, are an important step in building an international framework of responsibility to allow states to harness the benefits of AI while mitigating the risks. The United States is committed to working together with other endorsing states to build on this important development. This is an important demonstration of the Biden-Harris Administration’s commitment to the responsible development of AI. Calling on states to join the Declaration, Vice President Harris said in a speech in London on November 1, “History will show that this was the moment when we had the opportunity to lay the groundwork for the future of AI. And the urgency of this moment must then compel us to create a collective vision of what this future must be.” The United States and the governments of Albania, Armenia, Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, Kosovo, Latvia, Liberia, Libya, Lithuania, Luxembourg, Malawi, Malta, Montenegro, Morocco, the Netherlands, North Macedonia, Portugal, the Republic of Korea, Romania, San Marino, Singapore, Slovakia, Slovenia, Spain, Sweden, Türkiye, and the United Kingdom have taken a positive step towards creating that collective vision. The Declaration lays the foundation for states to engage in continued dialogue on responsible military use of the full range of AI applications, including sharing best practices, expert-level exchanges, and capacity-building activities.
