Ninth Annual Nordic-Baltic + U.S. Cyber Consultation [1]

Representatives of the Governments of Denmark, Estonia, Finland, Latvia, Lithuania, Norway, Sweden, and the United States met in Tallinn, Estonia for the ninth annual Nordic-Baltic + U.S. Cyber Consultation (NB8 + U.S.) on May 28. U.S. Deputy Assistant Secretary of State for International Cyberspace Security Liesyl Franz led the U.S. delegation.

Rooted in the countries’ shared conviction on the importance of security, stability, openness, innovation, economic ties, and public-private cooperation in cyberspace, the United States and our Nordic and Baltic allies explored the latest developments in cyber diplomacy and cooperative efforts in cybersecurity and capacity building; the path forward in multilateral fora; and applications of artificial intelligence – all of which demonstrate digital solidarity and the principles and action areas outlined in the United States’ International Cyberspace and Digital Policy Strategy. Participants reaffirmed their commitment to the UN Framework of Responsible State Behavior in Cyberspace, grounded in the application of international law, adherence to established voluntary norms, and implementation of cyber confidence building measures. The NB8 + U.S. continue to promote establishing the UN Cyber Programme of Action to advance and support states in the framework’s implementation.
