I was going to suggest that perhaps some VPSes would be... okay... with Windows 7, but would shit a brick if they saw a user running XP, but the truth is that both are woefully out of date (security-wise) at this point, like you said. 

Personally, I think it's fine running a server on either as long as you lock down all of your potential attack vectors, don't use any exposed native services (like RDP or IIS, for example) and don't use them as clients (i.e., don't surf the web with them) but most security compliance is very black and white, and probably couldn't be talked into being okay with it if your life depending on it. ;)
