I *think* it's an always online game, unfortunately. The only practical reason for this is that you can/do encountered other players in the open world, especially in cities, and can participate in public event type quests on the map with them (*) and of course it makes dropping in and out of co-op play with your friends super seamless, but in reality I'm sure it's mostly an anti-piracy and mega-telemetry gathering measure. :P (*) It doesn't really feel like an MMO despite this. Interaction with other players is fairly uncommon from what I've seen. Sometimes someone will help you kill a pack of monsters if they run into you, and then run off, but that's about it.
