From Russia with Zaurus?

It is interesting  that many (if not majority) of  current SHARP Zaurus
[1] offers are from Russia. Also  the best OS (which is compatible with
the original SHARP OS) is the Cacko ROM [2] from Russia (of course, the
Cacko is  probably more important for  non-English users as it  has much
more  input  methods  and  fonts for  non-English  languages  than  the
original Japan system from the SHARP).

I am curious why this device was so popular in this particular country.
Anyone knows that?

By the  way, my own  Zaurus SL-C3200 was  bought in the  Czech Republic
(where I live) but the seller was Russian.
