Well, I see 4 kinds of cops:
   1) Was bullied in school / needs to bully 'legit' as a cop as
   'payback'
   2) Was a bully in school / needs to keep bullying
   3) Became a cop to protect the weak - and keep people overdoing
   it when they try to defend themselves.
   4) Believes the law is the law and someone needs to uphold it
   and that's them.

   Cop 1+2 are Bad Cop
   Cop 3 is Good Cop
   Cop 4 is Good Cop or Bad Cop, depending whether the laws they
   are upholding are fair.
