I've known her type before. Office bully. Worse because she has
   minor political clout in her community. But... office bully.
   Thankfully, the feds were like, "Nope - can't play that game
   with us". She can no longer function at her job. Thing is, it's
   your job. You do it. If you don't like it, you try to change it
   legitimately, or you quit. But if you deliberately try to change
   it by NOT doing it? Well, you're gonna get fired. Fined. Jailed.
   Whatever.
