   Saudi Arabia signed the Declaration of the Rights of a Child.

   The USA did not. The USA accepted two optional clauses but did
   not accept the main declaration. According to UN glossary:
   " 23. Signature Subject to Ratification, Acceptance or Approval

   Where the signature is subject to ratification, acceptance or
   approval, the signature does not establish the consent to be
   bound. However, it is a means of authentication and expresses
   the willingness of the signatory state to continue the
   treaty-making process. The signature qualifies the signatory
   state to proceed to ratification, acceptance or approval. It
   also creates an obligation to refrain, in good faith, from acts
   that would defeat the object and the purpose of the treaty."

   In short, they agree with the spirit of it but aren't willing to
   commit to it entirely. In short, the USA and Somalia aren't
   bound by it. Saudi Arabia and the other 194 countries ARE bound
   by it.

   I know of a few examples. One is the working conditions in
   McDonalds in the USA go against the UN Declaration on the rights
   of a child. Also, we allow children to work in family
   restaurants around hot grease and such. Dangerous conditions in
   the rest of the world for a minor. Acceptable in the USA.

   The USA is behind on this one... and on a bunch of them. A lot
   of them. Also, executing minors is commonly practiced in the
   USA.

   But, since the USA isn't bound the way Saudi Arabia is, we can
   get away with it.
