So, sounds to me the college pretty much did all they COULD do,

   Randomized/semi-focused killing sprees are not something
   99.9999% of the population does, even though it seems that way
   sometimes -- and there's probably very very few individuals on
   the planet who are truly capable of predicting who WILL be a
   killer, versus who MIGHT but probably won't be a killer. "
