There's a number of restraining methods that are used with
   special needs kids. (I worked with kids that had cerebral palsy,
   mental disorders, down's syndrome, autism, etc back in the early
   1990s when I was running the Y-RIGHTS (youth rights) mailing
   list on the early Internet. NYRA sprang from my group - I'm so
   proud of you guys). I don't agree with most of these restraining
   methods and CERTAINLY not this one... and _definitely_ *not* by
   police. If you have special needs kids in your classroom, you
   need a special needs teacher and restraints must be VERY limited
   in time. But then to see it's as punishment? Punitive? no no no
   no no no no. It's 2015. We haven't progressed? Apparently we
   haven't.
