Language is something that assists communication. Whether the
   communication is verbal, written, between people, between
   machines, between animals, it's function. I don't what fluency
   really means to be honest. I thought I knew but now I think it's
   a bit of a fiction in the way we tend to think of fluency.
   Rather, I think in terms of effectiveness. If the message gets
   across and is received and understand, that's communication,
   whatever language is being used.
