In frying pan, heat 1-1/2T olive oil. Cook lapjes about 4min, turning halfway through. In a small bowl, mix water, lemon peel, tarragon, balsamic vinegar, shallot, garlic, S&P, and 2-1/2T olive oil. Divide lapjes among 4 plates. Top with sauce. Serve with green beans and rice.
