Title: zlg.space seeking new OS

The maintainer for this server's OS has discontinued the project, leaving this
machine with no reliable upstream. I am taking source-based distro suggestions
for future operations. My needs:

    * lighttpd
        * php-fpm
        * nextcloud
        * dokuwiki
        * cgit
        * imagemagick
    * murmur
    * python
    * xinetd [1][2]
    * vim
    * tmux
    * nftables + fail2ban [1]
    * certbot + lexicon [1][3]

These distros will not be considered:

    * Debian, Ubuntu, etc.
    * Arch and derivatives
    * Gentoo
    * Red Hat, Fedora, CentOS
    * [Open]SuSE

My restrictions:

    * No systemd
    * Preferably no PAM, dbus, or logind by default, either
    * Must have good packaging tools [4]
    * Needs to be arm64/aarch64-capable

BSDs are on the table, too. Will need to have a decent out-of-the-box headless
experience on a Raspberry Pi 4, 4GB model. Suggestions can be left on the

[1]: An equivalent is fine.
[2]: Any replacement should support gopher and finger at minimum. Gemini is a
     bonus.
[3]: Needs to support DNS-01 verification via Namecheap's API
[4]: I've used Gentoo for 8 years and Arch for 5 years prior to that. I'm not
     afraid to get my hands dirty in a package manager, and I will inevitably
     need to package something the distro is missing, so the tools need to be 
     good. :)
