       @david The first thought I had when I saw the direction of the arrow is "Press button to go up." 🙂 (In Singapore, the buttons are on one side of the pole, and the arrow is sideways.)

       @david Some theories...If there's a sensor there, could it be a sun visor for the sensor to help it work more reliably during the day (hot sun) as it might be IR tech, or maybe the sensors pick up too much motion going on around, so the visor narrows the focus to ensure it's only activated deliberately, or maybe it's to protect the sensor from damage when people use their feet to press the button
